The Justice Institute was established in 1978 at the Jericho Hill School for the Deaf in Vancouver. In 1995, The Justice Institute moved to New Westminster, building its own purpose-built campus. Today, several public-safety academies occupy the JIBC, including police, firefighting, paramedics, courts, traffic, corrections and emergency management. The design of Vancouver architect Richard Henriquez reflects and complements the role of the JIBC. For example, high ladders, pipes and cables in the atrium reflect this institution's role in search and rescue, fire safety and emergency management. New Westminster's maritime history is underscored by the placement of a ship's prow in the central garden. The building is a unique blend of form and function, housing 52 classrooms, a 200-seat theatre, library, double gymnasium, fitness training room, offices, cafeteria, video conferencing center, indoor firearms range and instructional media development center. The beauty of this development lies in the fact that each of the distinct building structures has its own identity.
